RFQs, RFPs and Notices

The Department of Economic Development and Commerce (DEDC) frequently requests the expertise of other parties to achieve the objectives and fulfill the mission. By virtue of compliance and transparency, all outsourced efforts are obtained through calls for Requests for Proposals (RFP), Requests for Qualification (RFQ), notices and auctions.

The current open calls and notices are detailed below.

Strategic Projects

  • Opportunity Zones - By the authority conferred by Reorganization Plan No. 4-1994, as amended, and Act No. 141-2018, known as the “Reorganization Plan Execution Act of the 2018 Department of Economic Development and Commerce,” it is it provides that the Department of Economic Development and Commerce shall have the power to formulate, adopt, amend and repeal regulations, to govern the rules of its operations and to exercise and carry out the powers and duties that by law are granted and imposed.

Public Energy Policy Program (PEPP)

  • Weatherization Assistance Program - This Program, created in 1976, consists of helping low-income families achieve a reduction in domestic energy consumption, with the replacement of efficient equipment and measures in their homes. In 2009 Puerto Rico was included for the first time in the Program. To comply with the WAP requirements, the Department of Economic Development and Commerce, the Energy Public Policy Program (hereinafter, the “PPPE”), held a Public Hearing on April 24, 2020, to request comments on the State Plan for the Weatherization Assistance (hereinafter, the "State Plan"), to be submitted to the United States Department of Energy (DOE).
